Tax classification of goods
Every product your company buys, makes or sells carries a tax code, and that code decides which taxes apply and under which rule. When the code is wrong, the mistake repeats on every invoice. With Brazil's tax reform, the same register also defines how the product will be treated under IBS, CBS and the Selective Tax. The tax classification service reviews the register item by item, shows the rule in force today and the expected treatment in the transition, and delivers a structure ready for your ERP (business management system).
Who it is for
For manufacturers, distributors, wholesalers and retailers that keep a product register and want to know whether it is correct before the tax authorities or the tax reform point out a problem.
Reviewing the classification is usually worth it if the company:
- has never reviewed its product register since it was built;
- inherited the register from another system, an acquisition or an old spreadsheet;
- sells items under tax substitution and is unsure about the CEST code;
- works with new, imported or composite products that may fit more than one code;
- wants to reach 2027 with the register ready for IBS, CBS and the Selective Tax.
The work is technical and tax-focused. Your accountant remains responsible for bookkeeping and for filing the obligations. Any formal inquiry or challenge before the tax authorities is hired directly by you, from qualified professionals of your choice.
What classifying goods means, in plain language
Classifying means giving each product the codes the government uses to know what it is and how to tax it. It is not a registry detail: the invoice only goes out with the right code, and the tax calculated depends on it. The main codes are these:
- NCMThe Mercosur Common Nomenclature, with eight digits. It identifies the product and is the basis for IPI, ICMS rules, PIS and Cofins, and foreign-trade tariffs.
- CESTThe tax substitution specifier code, with seven digits, set out in ICMS Agreement 142/2018. It flags products subject to ICMS tax substitution, a regime where the tax is collected in advance by another link in the chain.
- GTINThe product's barcode. It appears on the invoice and has to match the item actually sold.
- NBSThe Brazilian Nomenclature of Services. It does for services what NCM does for goods, and gains weight with IBS and CBS.
- CST and tax classificationThe item's tax status in the operation. With the reform, the invoice also carries a tax classification code for IBS and CBS.
Why a wrong code is costly, in both directions
The error can go either way. If the company pays less than the rule requires, it builds a liability that can surface in an audit, with collection of the shortfall and the applicable penalties. If it pays more, it pays tax it did not owe and loses price competitiveness without anyone noticing, because the invoice goes out "normally".
Since the code repeats in every operation, a single wrong register entry affects every invoice for that product, in every period still open. That is why a review pays off more when done on the register, not invoice by invoice.
What changes from 2026 to 2033
The consumption tax reform replaces PIS, Cofins, IPI, ICMS and ISS with new taxes, gradually. The table below summarizes the calendar according to the Ministry of Finance and LC 214/2025. Dates and rates depend on regulation and may be adjusted.
| When | What happens |
|---|---|
| 2026 | Test year. CBS at 0.9% and IBS at 0.1%, which can be offset against PIS and Cofins. Under Joint Act RFB/CGIBS No. 1 of December 22, 2025, a company that meets its ancillary obligations is exempt from paying these amounts. |
| From August 3, 2026 | IBS and CBS fields become mandatory on the NF-e and other electronic documents, on a staggered calendar (Joint Act RFB/CGIBS No. 4, published July 31, 2026). For Simples Nacional taxpayers, the calendar points to January 1, 2027. |
| 2027 | CBS starts being charged, PIS and Cofins cease to exist, IPI is zeroed (except for Manaus Free Trade Zone products) and the Selective Tax is introduced. |
| 2029 to 2032 | IBS gradually replaces ICMS and ISS: 10% in 2029, 20% in 2030, 30% in 2031 and 40% in 2032. |
| 2033 | ICMS, ISS and IPI cease to exist and the new model applies in full. |

What we review, item by item
The review starts from your actual register and compares what is configured with the applicable rule. The result is a list of discrepancies, each with the technical explanation and the basis in the legislation.
- Today's taxationFor each item, the rules in force for ICMS, ICMS-ST, IPI, PIS, Cofins and Import Duty, and what the company actually applies.
- Transition taxationThe expected IBS, CBS and Selective Tax classification, with an estimated effective rate and the basis in LC 214/2025.
- Lookup by NCM, NBS, GTIN or descriptionItem by item or in batches, whether you have a few products or thousands.
- Monitoring after deliveryWe tell you when NCM, CEST, GTIN or special regimes change in ways that affect your register.
The Selective Tax and what is still open
The Selective Tax applies to goods and services considered harmful to health or the environment. The list is closed and, for goods, is built on NCM codes: according to the sources we consulted, it covers vehicles, vessels and aircraft, tobacco products, alcoholic drinks, sugary drinks and certain mineral goods. A product that is not on the list does not pay the tax, and a wrong code can bring it in or leave it out by mistake.
As of November 6, 2026, the Selective Tax rates for 2027 still depended on a government act. October 2026 press reports pointed to a provisional measure, and the sources we consulted did not confirm its publication. The 2027 CBS rate also depended on a Senate decision. So our deliverable shows the item's classification, which can already be determined, and marks rates as estimates until they are set.
Classification helps set the code. If the company needs a formal answer from the Receita Federal on how to classify a product, the inquiry is filed by the company under Normative Instruction RFB 2.057/2021, hired directly from qualified professionals of your choice.
How the review looks in practice
The examples below are illustrative: they show the kind of finding the review produces, not real client cases.
An inherited code nobody checked
Registers built years ago often carry codes of old products whose rules have since changed.
Illustrative example: A distributor finds that dozens of items carry the NCM of a similar but different product family. The review flags which items diverge and the rule that applies to each.
Missing or mismatched CEST
Items under tax substitution need a CEST consistent with the description and the NCM. Without it, the invoice may go out under the wrong rule.
Illustrative example: A beverage wholesaler sees invoices issued without the CEST for a product that requires it. The review lists the item, the expected CEST and the effect on ICMS-ST.
A product the reform treats differently
Some items change rules in the transition, whether through a reduced rate or the Selective Tax.
Illustrative example: A food manufacturer sees which products in its portfolio should receive differentiated treatment under IBS and CBS and which should not, to adjust the register before the first 2027 invoices.

Frequently asked questions
- What is the difference between NCM and CEST?
- The NCM identifies the product, with eight digits. The CEST, with seven digits, flags products subject to ICMS tax substitution. A product can have an NCM without having a CEST.
- What does the tax reform change in my register?
- The invoice now carries IBS and CBS fields, with a tax classification code. The requirement follows a staggered calendar from August 3, 2026, and the register must be correct for those fields to be filled in without errors.
- Do I have to pay IBS and CBS in 2026?
- Under Joint Act RFB/CGIBS No. 1 of December 22, 2025, a company that meets its ancillary obligations is exempt from paying IBS and CBS in 2026. The conditions apply to your specific case, so it is worth confirming with your accountant.
- Will the Selective Tax affect my products?
- Only if the product's code is on the tax's list of goods. The review checks this item by item. As of November 6, 2026, the 2027 rates still depended on a government decision.
- Do you correct the register in my system?
- We deliver the data and the structure ready for configuration. The change in the system is made by whoever administers it, with your authorization.
- Does this replace my accountant?
- No. The accountant remains responsible for bookkeeping and obligations. The classification gives them a technical basis for decisions. Formal inquiries to the Receita Federal and challenges are hired directly by you, from qualified professionals of your choice.
- Do you promise I will pay less tax?
- No. We do not guarantee results. The review shows what your register indicates today and what the rule requires, which may point to paying more or less. The price of the work is agreed before it starts.
